there has been a good deal of agitation in

the House of Commons.

have asked questions on the subject. It as

Parliamentary pressure that the late Government

urged upon the local authorities the need of

finding some way of meeting the technical

grievance of the Hong Kong Civil Servants in

the matter.

The Governor now submits a plan

for disposing of the question. His plan will

remove the grievance at a cost of $1,250,000,
